BACKGROUND

In 2014, Sage was selected by the Sacramento County Regional Sanitation District (Regional San) to assess the feasibility of onsite renewable energy generation at a large wastewater treatment facility in Elk Grove, CA. The treatment facility is undergoing a large, multi-year, and multi-phase expansion project that will significantly increase its consumption of electricity. Working with Sage, the District established four goals for the project: 1) meet a CEQA mitigation target of 175,000 MWh of onsite renewable generation, 2) realize net savings in energy costs, 3) own the environmental attributes (RECs) from the project’s energy production, and 4) minimize system footprint and impacts to the open space surrounding the facility.

Sage assessed the range of financial and design options for a non-export solar PV system in its feasibility study and coordinated the District’s CEQA environmental review. In fall 2015, Sage organized a competitive bid process for a Power Purchase Agreement (PPA) to build, own and operate a 4-5 MW PV system, which included the option of ground mount tracking systems and shade canopy parking structures. Sage assisted the District with reviewing the eight proposals received and has been integral to contract negotiations with the highest ranked proposer. Sage provided support and oversight during the project’s design and construction of the single-axis ground mount system, and verified and managed commissioning and operations.  The project became operational in 2017.
